Under Directive No. 03/CT-TTg, chairpersons of provincial-level People’s Committees are requested to create favorable conditions concerning land and administrative formalities to call for immovable property developers, labor-intensive enterprises and citizens to invest in social housing, particularly building homes for workers in economic zones, industrial parks and industrial clusters in their localities.

The Prime Minister also insists on improving the quality of social houses, developing appropriate housing structure and ensuring essential technical and social infrastructure conditions in terms of transport, healthcare, education and culture for social housing construction projects in urban areas and industrial parks.

He asks the Ministry of Construction to study and promulgate additional standards and criteria on social houses, research and apply new scientific and technological advances and materials to reduce housing costs, develop suitable housing product structure, and propose measures and resources for building anti-flood houses for poor households in the central region.

The Prime Minister requests provincial-level People’s Committees to review urban and industrial park planning to ensure sufficient land for social houses. In addition, planning of social houses, worker houses and student houses must be included in the planning of new urban areas, industrial parks or educational institution networks.- (VLLF)
