The Government has set out a series of key tasks and solutions to accelerate administrative reform and support its goal of achieving double-digit economic growth during the 2026-30 period.
Under Resolution 258/NQ-CP, the Government aims to carry out substantive and comprehensive reforms, with a strong focus on cutting and simplifying administrative procedures and business conditions.
The resolution also calls for stronger real-time, data-driven monitoring of implementation, with citizens and enterprises placed at the centre of public service delivery.
The reforms are expected to improve institutional quality and the investment and business environment, strengthen national competitiveness and create fresh momentum for economic growth of at least 10 per cent.
The resolution also seeks to prevent the introduction of unnecessary administrative procedures, business conditions or conditional business and investment sectors beyond those remaining after decentralisation, delegation of power and simplification measures have been completed.
By 2027, all administrative procedures eligible for end-to-end online processing are expected to be provided online. All results of the settlement of administrative procedures will be digitalised, while relevant data will be retained for reused in subsequent transactions in accordance with regulations on the protection of state secrets. As a result, applicants will no longer be required to resubmit documents or information already available in databases that have been officially made accessible by the managing authorities, unless otherwise required by specialised legislation.
By 2030, the Satisfaction Index of Public Administrative Services (SIPAS) is expected to reach at least 95 per cent.
At the same time, all feedback and petitions from individuals and organisations relating to administrative regulations will be received and processed, with the results publicly disclosed within statutory time limits. All essential public services will be received and processed nationwide through Public Administrative Service Centres, regardless of administrative boundaries. Meanwhile, public services will be provided proactively once the required databases and digital infrastructure are in place.
To achieve these targets, the Government calls for an overhaul of the mechanism for reviewing and simplifying administrative procedures, shifting towards a data-driven model organised around key life-cycle events of citizens and enterprises.
Besides, administrative reform is to be carried out in a consistent, coordinated and focused manner, covering both procedures involving citizens and businesses and internal procedures within state administrative agencies.
The resolution also calls for faster digital transformation alongside the restructuring of administrative procedures, with data serving as the foundation for reform. Priority will be given to comprehensive digitalisation, stronger data connectivity and proactive public service delivery.
The time and costs borne by citizens and enterprises will serve as key indicators of reform quality, with the broader aim of maintaining a favourable, transparent, stable and fair investment and business environment. Feedback from citizens and enterprises will also be used as an important measure of the effectiveness of administrative reform.
Regular dialogue conferences will be organised with business associations, enterprises and citizens to discuss the reduction and simplification of administrative procedures.
Mechanisms and processes will also be put in place to receive and address feedback, petitions and reform proposals raised through these dialogues and incorporate them into future administrative simplification measures.- (VLLF)
