Le Quang Manh, Secretary General of the National Assembly, Chairman of the National Assembly Office, and Chief of the Office of the National Election Council, said basic preparations for the election on March 15 have now been largely completed in a systematic manner.
At the central level, the National Election Council (NEC) has completed the issuance of 27 documents as required by law, creating a comprehensive legal framework for all stages of the electoral process. In addition, the council has issued 14 resolutions and guiding documents, along with 34 documents providing professional guidance for local authorities. These documents focus on practical issues at the grassroots level, including consultation conferences, compilation of voter lists, candidate-voter meetings, security plans, and the application of information technology, thereby ensuring consistency in the entire system and minimising errors.
NEC also advised the Politburo and the Secretariat of the Party Central Committee to issue Conclusion 03-KL/TW on the continued implementation of Directive 46-CT/TW, reaffirming the requirement to strengthen the Party’s leadership over the election amid significant changes in organisational structures and governance methods. The conclusion serves not only as a political directive but also as a basis for local Party Committees and authorities to clarify responsibilities, assign specific tasks and ensure progress in election preparations.
The list of 864 candidates for the 16th National Assembly was announced ahead of the law-specified deadline, ensuring the required structure, composition and surplus ratio in accordance with regulations. The consultation, nomination and dossier verification have been carried out rigorously, openly and transparently through multiple rounds of review, including the collection of opinions from voters at their places of residence and workplaces. This is key to ensuring the quality of deputies from the outset.
At the local levels, provincial- and commune-level Election Committees have been established in accordance with the statutory timeframe. The list of 73 million-plus voters has been publicly posted at 72,195 polling stations nationwide. The voter lists have been reviewed multiple times and cross-checked against the national population database to minimise potential errors.
At every polling station, arrangements for ballot boxes, voting booths, security plans, fire protection measures, and contingency plans for unexpected situations have been meticulously formulated. It can be said that preparations have extended to every residential area, village and hamlet.- (VLLF)
