The Ministry of Industry and Trade (MOIT) has proposed the inclusion of biomass electricity projects in the direct power purchase agreement (DPPA) mechanism, which currently applies to wind and solar power projects.
Such proposal, introduced in the latest draft decree guiding the amended Law on Electricity, is expected to promote the development of renewable energy and the power market.
Biomass power plants, similar to wind and solar power installations, must have a capacity of 10MW or higher to be connected to the national grid and directly participate in the competitive wholesale market.
The MOIT asserts that enabling biomass electricity projects to participate in the DPPA mechanism would contribute to diversifying renewable energy sources. It would also encourage the application of new, more efficient technologies in the generation of electricity while adding clean and sustainable energy solutions for the long term.
In addition, biomass power plants are stable and can be easily integrated into the grid. The use of this type of energy would also facilitate the development of small- and medium-sized enterprises and help create jobs for local people.
Biomass power is a form of renewable energy produced by using organic wastes such as crops, forest products, organic wastes or agricultural by-products to generate electricity. Currently, Vietnam has nine biomass power plants of over 10 MW in operation, with a total capacity of about 332 MW, according to the MOIT’s Electricity Regulatory Authority of Vietnam. By 2030, 14 more biomass power plants are scheduled to be put into operation, adding about 300 MW to the national power system.- (VLLF)
