Reprimand, warning and demotion are three forms of discipline against heads and deputy heads of state non-business units, state enterprises, social organizations and professional organizations funded by the state budget in which acts of corruption are committed and detected, depending on the severity of these acts, according to Ministry of Home Affairs’ Circular No. 08/2007/TT-BNV of October 1, guiding the implementation of Government Decree No. 107/2006/ND-CP of September 22, on personal responsibilities of heads of agencies, organizations and units for the existence of corruption.
Discipline applies on the principle that management powers and responsibilities decentralized and assigned to heads of corrupt agencies, organizations or units and working relationships between such heads and staff or employees who commit corrupt acts will serve as grounds for determination of the degree of their direct or joint personal responsibility.
