CIRCULAR No. 11/2010/TT-BTC: New rules on cooking gas distributors

Liquefied petroleum gas (LPG) wholesale traders may set wholesale and retail prices within their distribution systems but must send notices on price changes to all units within their systems and provincial-level Industry and Trade Departments in localities where they are located before applying new prices.

Under Industry and Trade Ministry Circular No. 11/2010/TT-BTC of March 29, detailing Decree No. 107/2009/ND-CP of November 26, 2009, and effective on May 10, each LPG agency principal is allowed to select and sign agency contracts with up to three qualified LPG traders to act as wholesale traders or general agents.

Wholesale traders and general agents can sell LPG directly to end-users at their own business places or are required to set up their own agency systems for direct sales to end-users through their agents. They will be jointly responsible for LPG sale prices, quality and quantity in case of breach.

Wholesale traders are required to register their agency systems with provincial-level Industry and Trade Departments in localities where they operate.-
