The implementation of national target programs will be placed under the community supervision under the mechanism guided by the Vietnam Fatherland Front at all levels.
Under Prime Minister Decision No. 41/2016/QD-TTg of October 10, promulgating the regulation on management and administration of national target programs, national target programs will be supervised by the community with respect to their compliance with the laws on management of national target programs, management and use of investment capital and state budget allocations; and investment projects implementing national target programs partly funded by people’s contributions and other locally mobilized sources.
In addition, the community will be expected to supervise the publicity and transparency in public investment and management of the state budget allocations for national target programs, and detect violations infringing upon the community’s interests, negative impacts of projects on the community’s living environment and acts causing waste and loss of assets of the program.
Under the Decision, plans on implementation of five-year national target programs of ministries, central agencies and localities will be worked out within five years together with their plans on socio-economic development in the same period.- (VLLF)
