An agency in charge of controlling and registering administrative procedures would be set up, if a decree on control of administrative procedures drafted by the Government Office is issued.
According to the draft decree, administrative procedures must be controlled right in the drafting process so as ensure their constitutionality, lawfulness, uniformity, consistency and effectiveness and protect lawful rights and interests of related entities. Administrative procedures must also be simple and easy to understand and implement.
The draft paper requires all administrative procedures established by ministries and localities to be submitted to the control agency before promulgation.
It also proposes the creation of a national database on administrative procedures which would be accessible on the Internet.-
