The Civil Aviation Administration of Vietnam is putting the finishing touches on a draft decree to replace Decree No. 91/2007/ND-CP of June 1, 2007, on sanctioning administrative violations in civil aviation.
Compared to Decree 91, the draft decree lists 206 administrative violations, abolishing 12 violations which are no longer appropriate while adding 56 new ones.
As proposed by the draft decree, those who spread rumors or supply false information on bombs or explosives onboard a plane would face a fine of up to VND 30 million while a fine of VND 20 million would be imposed for opening emergency exit doors without permission.
Flight passengers, if caught smoking onboard, would be fined up to VND five million, instead of only VND 0.2 - 1 million under current regulations. Fines for using electronic devices and mobile phones onboard are proposed to range between VND one and five million. Those who bring liquids onboard would be subject to a fine of VND 0.5 - 1 million.
