Banks would be allowed to charge fees for inter-network ATM transactions, according to a draft circular on the collection, payment and share of fees for ATM transactions recently prepared by the SBV and now open for opinions from commercial banks.
Under the draft regulation, ATM fee collection regulations would be set by card issuers - commercial banks. However, commercial banks would not be allowed to collect fees for account balance information checks and unsuccessful ATM transactions. Especially, the draft regulations say that commercial banks must apply a zero fee for inner-network transactions.
