The Prime Minister on March 15 issued a decision approving the master plan on development of reading culture in communities to 2020, with orientations toward 2030.

Under the master plan, each Vietnamese is set to annually read four books on average by 2020. The number of library users is expected to reach 300 million.
By 2020, at least 80 percent of students at educational institutions will have access to data of public and school libraries.
In addition, the rates of inhabitants in rural areas and areas with socio-economic difficulties having access to information and related services at public libraries, community learning centers, communal post and culture centers and publication and distribution agencies are expected to reach 20-25 percent and 15-20 percent, respectively.
To realize the above targets, the master plan sets forth several tasks and measures, including boosting public information and developing reading habits, skills and methods; improving mechanisms and policies, including submission of a library bill to the National Assembly; increasing effectiveness of public libraries and increasing application of information technology; raising quality of contents and forms of publications; and expanding international cooperation.- (VLLF)
