The Regulation on collection of charges for payment services provided by licensed payment service-providing institutions, promulgated together with State Bank Governor Decision No. 48/2007/QD-NHNN of December 26, 2007, effective April 1, 2008, allows these institutions to agree with their clients on application of international practice when providing international payment services and not to refund collected service charges if clients cancel their orders for payment services or when payment services cannot be performed due to errors or technical problems not caused by these institutions.
Payment service providers may not collect payment service charges for payments made directly between them and their clients (payment of debts, loan interests, service charges, money amounts for purchase of printed forms or payment instruments).
The State Bank will not calculate or collect value-added tax when collecting payment service charges.-
