DECISION No. 51/2007/BGTVT:
Penalties for airport operators violating aviation security, safety rules

Under Ministry of Transport Decision No. 51/2007/BGTVT of October 4, stipulating the compilation of airport or airfield registration books and procedures for the grant of airport or airfield business certificates and licenses, airport enterprises holding airport business licenses or aviation service provision licenses will have their licenses revoked if seriously violating regulations on assurance of aviation security and safety.

To be granted these licenses, airport enterprises or aviation service providers at airports or airfields must show documents evidencing their organizational apparatus and staff possess proper certificates and are professionally qualified for airport or airfield operation; competent agencies’ written certification of their capital amounts; and plans on acquisition of equipment, facilities and other conditions necessary for business operation at airports or airfields.

Licenses are revoked if license applicants supply untruthful information in the course of license application; license grantees seriously violate regulations on assurance of aviation security and safety or fail to observe competent state agencies’ warnings about aviation security and safety, storm and flood prevention and combat, or demands for search and rescue or environmental protection.

Entities granted airport or airfield registration certificates should regularly update information on changes of their airports or airfields and request modification of registered contents of their airport or airfield registration books upon occurrence of such changes.-
