DECREE No. 31/2009/ND-CP: Fewer seals mean simpler procedures

A state agency, organization or post (referred to collectively as entity) is allowed to use only one seal. Any duplicate of the official seal, if needed, must be permitted and bear some features distinct from the original.

It is provided by Decree No. 31/2009/ND-CP of April 1, which takes effect on June 1, and revises Decree No. 58/2001/ND-CP of August 24, 2001, that non-business entities must produce their establishment decisions or operation registration certificates or licenses in applying for permission to have seals. Business entities established under the investment and enterprise laws are not required to do so but must register their seal specimens with the police before use.

Agencies and organizations will have their present seals withdrawn upon their separation, merger, consolidation, dissolution, fulfillment of missions, transformation, or revocation of their business registration certificates, or violations of law.-
