DECREE No. 56/2008/ND-CP: Tissue donation, transplant subject to more detailed regulation

Under Decree No. 56/2008/ND-CP of April 29, stipulating the organization and operation of tissue banks and the national coordinating center for transplant of human organs, the Government authorizes the Minister of Heath to establish tissue banks under central hospitals and medical universities, and presidents of provincial People’s Committees to establish tissue banks under provincial Health Services or of hospitals under Health Services.

Before extracting tissues from living tissue donors, there must be medical consultations and examination of physio-biological parameters of these people, and proper preparation of sterilized tools and conditions for tissue extraction under Ministry of Health regulations.

Tissue banks must compile and archive all files on donated tissues from extraction, packing, preservation to transportation and distribution to hospitals, send biannual reports on tissue donation to the Ministry of Health, and notify quantities and kinds of tissue they currently keep in storage to the National Coordinating Center for Transplant of Human Organs for regulation of tissue supply. Any unexpected problems or serious side reactions in the course of tissue extraction, receipt, preservation and transplant notified by concerned medical establishments should be promptly reported by tissue banks to medical authorities for handling.-
