DECREE No. 62/2009/ND-CP: Health insurance premiums increased

From January 1, 2010, the month health insurance premium level will equal 4.5% (against 3% applicable from July 1, 2009, to December 31, 2009) of salaries, wages, pensions and working capacity loss allowances. For pupils and students, the monthly premium will be 3% of the minimum wage level (against the current level of VND 60,000 and 50,000 for urban areas and rural and mountainous areas, respectively).

Premiums equal to 4.5% of the minimum wage will also be paid by agricultural, forestry, fishery or salt-making household members from January 1, 2012. However, these persons with average living standards will enjoy state supports at least equal to 30% of this level. The State will also provide premiums equal to 50% of payable premiums for pupils, students and households living just above the poverty line.

As provided for in Government Decree No. 62/2009/ND-CP of July 27, detailing and guiding a number of articles of the 2008 Law on Health Insurance, pensioners; monthly working capacity loss or social insurance allowance beneficiaries; agricultural, forestry, fishery or salt-making household members; dependants of salary earners; members of cooperatives and private business households may pay a health insurance premium of VND 160,000 (for urban areas) or VND 120,000 (for rural and mountainous areas) once every six months.

When having medical consultation, examination or treatment under Articles 26, 27 and 28 of the Health Insurance Law, the insured will get hospital fees and expenses for medical operation services wholly or partially paid by insurers, specifically, 100% for revolutionary veterans (since before January 1, 1945, or from January 1, 1945, to August 19, 1945), heroic Vietnamese mothers, war invalids, diseased soldiers who lost 81% of their working capacity, persons defined in Clauses 2 and 9, Article 12 of the Health Insurance Law; 95% for persons defined in Clauses 3, 13 and 14, Article 12 of the Health Insurance Law; 80% for other persons but insurer-paid expenses for a treatment service must not exceed 40 months’ minimum wage.

Apart from persons specified in Clauses 1 thru 24, Article 12 of the Health Insurance Law, from July 1, 2009, rubber plantation workers currently entitled to monthly allowance, former youth volunteers in the anti-French resistance war, laborers undergoing prolonged medical treatment under the social insurance law, and part-time commune officials will also be covered by health insurance.
