Detailed guidance needed for imports and exports of IT appliances

The suggestion was made at a seminar on management of import and export of used information technology (IT) appliances held by the Ministry of Information and Communications (MOIC) on June 6 in Ho Chi Minh City.

The new circular is expected to replace Circular No. 11/2012/TT-BTTTT of July 17, 2012, on the management of import and export of IT appliances.

However, in many real cases, a number of regulations on import and export of IT appliances were promulgated by other ministries and sectors, not by the Ministry of Finance or the General Department of Customs (GDC).

Deputy Head of the GDC Trade Import and Export Management and Supervision Section said that ministries and sectors have not yet promulgated their own documents to guide Decree No. 187/2013/ND-CP.

According to Decree No. 187/2013/ND-CP, used IT appliances on the list of commodities subject to inspection of conformity with quality standards, technical regulations and safety requirements before customs clearance (known as specialized inspection) must obtain specialized management permits from related ministries and sectors before customs clearance.

To help the customs sector classify and apply commodity headings when carrying out customs procedures for imports and exports, the GDC proposed ministries and sectors to publish the list of imports and exports subject to specialized management with HS codes in the Import and Export Tariffs.

Mr. Nguyen Anh Tuan from the Ministry of Information and Communications (MOIC) Information Technology Department said that the ministry is standardizing the processes of import and export of used IT appliances and drafting the service process of IT appliance recycling, repair and renewal.-
