Draft proposes solutions to traffic congestion
The Ministry of Transport is seeking comments on a draft governmental resolution on enhancing traffic order and safety and tackling traffic congestion during 2018-21, which will be issued in the first quarter next year.

The Ministry of Transport (MOT) is seeking comments on a draft governmental resolution on enhancing traffic order and safety and tackling traffic congestion during 2018-21, which will be issued in the first quarter next year.

In order to implement Vietnam’s commitments to reducing the number of traffic accidents in 2020 to half of the 2011’s figures under the United Nations’ resolution on improving global road safety, violations of traffic laws such as drunk driving, speeding, vehicle overloading, failure to wear safety helmets or safety belts, and use of mobile phones and audio devices when operating motorized vehicles would be strictly handled.

Specifically, new technologies would be applied in handling of traffic law violations, for example, using speed cameras to detect and sanction speeding violations. During 2018-19, the MOT and localities would concentrate efforts and prioritize resources to eradicate accident blackspots.

Regarding railway traffic, the draft requires the MOT to speed up the formulation of a feasibility study report on the high-speed railway project, identifying conditions and priorities for quick development of the national railway system.

In the field of aviation, heavier sanctions would be imposed so as to reduce flight delay and cancellation. Meanwhile, confidentiality and capacity to respond to security threats would be enhanced. Besides, priorities should be given to the development of mass transit to major airports, especially urban railway, national railway, bus and bus rapid transit.
