Deputy Prime Minister Pham Thi Thanh Tra has, on behalf of the Government, issued Resolution 336/NQ-CP promulating the Government’s action plan to implement the 14ᵗʰ Party Central Committee’s Conclusion 105-KL/TW dated October 15, 2026, on attraction of, and preferential treatment for, talented people in spearhead sectors.
Under the Resolution, effective as of October 23, the Ministry of Science and Technology is tasked with drawing up and updating the list of spearhead sectors, key national projects and major technological challenges requiring top talents. The ministry will also develop a digital platform to source, connect and forecast the demand for talents, and coordinate the job placement for them.
The State Bank of Vietnam, alongside the Ministry of Finance, the Ministry of Science and Technology and related agencies will formulate preferential credit and loan guarantee mechanisms for enterprises investing in research and innovation infrastructure and talent development. This includes facilitating the provision of medium- and long-term preferential loans for businesses to build laboratories, research centres and advanced technical facilities.
Concurrently, the Ministry of Finance will design a special financial mechanism, allocating approximately 0.1 per cent of annual GDP from state budget resources dedicated to science, technology, innovation and digital transformation for talent initiatives.
Complementing these technological measures, the Ministry of Education and Training will roll out the “talents leading talents” programme to foster mentorship between leading experts and young professionals. Training will focus on talented students in strategic fields and young experts, engineers, managers and entrepreneurs, including sending top scientists and young talents for advanced research at world-leading higher education institutions, research institutes and technology corporations.
To streamline the international recruitment, the Ministry of Public Security will formulate Vietnam’s talent visa policies and improve inter-agency mechanisms for entry and residency procedures for international talents and their families. Furthermore, the Ministry of Foreign Affairs will develop the Vietnam Talent Network to connect overseas Vietnamese experts, intellectuals and scientists with domestic research institutes and enterprises.
In the meantime, the Ministry of Home Affairs is assigned to be in charge of drafting a National Assembly Resolution on special mechanisms and policies for talent-related work and establish an open, flexible national framework of talent criteria. It will also revise regulations on remuneration, including housing and salary, and other preferential policies for talents, and build national talent database and portal, and national talent indices.- (VLLF)
