The Government has recently introduced a raft of support policies and incentives aimed at encouraging enterprises to carry out technology application and innovation.
Under Decree 101/2026/ND-CP detailing a number of articles the Law on Technology Transfer, a comprehensive support framework will be established with four key policy groups that cover the entire process, from technology acquisition and development cooperation to creation of enterprise support networks.
The first policy group focuses on supporting enterprises implementing projects in the sectors or locations eligible for investment incentives that acquire technologies transferred from science and technology organisations. To be qualified, enterprises must have valid technology transfer contracts or certificates of registration for technology transfer in accordance with relevant laws.
Eligible enterprises may receive support through science, technology and innovation programmes, as well as activities aimed at developing innovation systems and startup ecosystems and fostering a startup culture.
The second policy group aims to promote cooperation between enterprises and related agencies, organisations and individuals in implementing projects on technology innovation, startup and infrastructure development for science, technology and innovation.
The cooperation will range from technology development and improvement, testing and mastering of production lines, to commercialisation of research outcomes and formation of startup enterprises. Parties to the cooperation will be given priority for access to resources through science and technology programmes, research infrastructure services, innovation support funds, and domestic and international innovation networks.
As per the third policy group, state support will be provided to organisations and enterprises involved in technology transfer activities, including transferors and transferees as well as intermediary organisations in the science and technology market.
These entities will receive support to carry out science, technology, and innovation tasks, along with activities related to research, development, application, transfer, innovation, and startup development. Funds will be provided through the National Technology Innovation Fund, science and technology development funds of state agencies at the central level and provincial-level People’s Committees, and other lawful funding sources.
Finally, the fourth policy group focuses on developing the network of organisations that support small- and medium-sized enterprises, cooperatives, business households and individuals. The network will be entitled to priority access to funds from science, technology and innovation budgets and receive support through specific programmes and tasks, task-ordering mechanisms, and other networking activities, such as forums, and domestic and international linkage networks.- (VLLF)
