Grant of electronic identification accounts for foreigners
Under Government Decree 69/2024/ND-CP of June 25, 2024, on electronic identification and authentication, a foreign national may apply for an electronic identification account. Depending on individual needs and eligibility, applicants may register for either a level-1 or a level-2 electronic identification account.

My wife and I are Korean nationals currently living in Vietnam, and we have two children aged 5 and 10. Are we eligible to apply for electronic identification accounts? If so, what procedures do we need to follow?

Under Government Decree 69/2024/ND-CP of June 25, 2024, on electronic identification and authentication, each member of your family may apply for an electronic identification account. Depending on individual needs and eligibility, applicants may register for either a level-1 or a level-2 electronic identification account.

Eligibility

To be eligible to apply for electronic identification accounts, foreign nationals must have a permanent residence or temporary residence cards. Those aged six years or older  may apply for both level-1 and level-2 electronic identification accounts. Children under six years of age may apply for level-1 electronic identification accounts.

Procedures

+ In case of applying for a level-1 electronic identification account

- The applicant downloads and installs the Vietnam National E-Identification (VNeID) app on a digital device.

- The applicant enters his passport or international travel document details, along with a registered mobile phone number or email (if available); makes declaration and takes a portrait photo as instructed; and submits the application via the VNeID app to the electronic identification and authentication agency (the Ministry of Public Security’s Police Department for Administrative Management of Social Order - C06).

- The electronic identification and authentication agency notifies the applicant of the application processing result via the VNeID app or the latter’s registered phone number or email.

+ In case of applying for a level-2 electronic identification account

-  The applicant appears in person at the Immigration Division under the provincial-level Department of Public Security of the locality where he resides.

- The applicant presents his valid passport or international travel document and fills in the application form (Form TK01 attached to Decree 69) with accurate personal information, including his registered phone number and email;

- The application-receiving officer inputs text data into the National Identification and Authentication System, collects the applicant’s biometric data, including face photo and fingerprints, for verification;

- The Immigration Division forwards the application to the electronic identification and authentication agency;

- The electronic identification and authentication agency notifies the applicant of the application processing result via the VNeID app or the latter’s registered mobile phone or email.

You and your wife may apply for electronic identification accounts in accordance with the above regulations. However, please note that when applying on behalf of minor children, either parent must accompany the child in person to complete the procedures at the Immigration Division.

Once either you or your wife has been granted a level-2 electronic identification account, you may use the registered phone number and that account to apply for a level-1 electronic identification account for children under six via the VNeID application, and to apply for a level-2 account for children aged between six and under 14.

Application processing time and account activation

Once a complete and valid dossier of application is received:

- A level-1 account will be granted  within one working day.

- A level-2 account will be granted within three working days, if the applicant’s biometric data are already available in the National Immigration Database, or within seven working days in other cases.

Applicants must activate their electronic identification accounts on the VNeID app within seven days of receiving the notice of grant of account. If the deadline is missed, activation support can be requested via the hotline 1900 0368.

Scope of use

According to Article 9.4 of Decree 69, holders of electronic identification accounts may use their accounts to log in, authenticate and access services on, the VNeID app, the electronic identification portals at dinhdanhdientu.gov.vn or vneid.gov.vn, as well as other connected platforms and software systems.

In particular:

Level-1 accounts allow access to electronic identity information and selected features, utilities and services of the Electronic Identification and Authentication System and information systems connected thereto.

Level-2 accounts provide broader access, including electronic identity information, integrated data from national and specialized databases, and full use of features, utilities and services of the Electronic Identification and Authentication System as well as systems connected thereto.

Use of accounts by minors

Please note that children aged under 14 years may use electronic identification accounts only with the consent and confirmation of their parents or legal guardians through the VNeID app. Parents or guardians may also use these accounts on behalf of minors to carry out transactions and other activities aimed at protecting the minors’ lawful rights and interests.

The use of electronic identification accounts and electronic authentication services has full legal validity in confirming the identity of account holders and their consent to transactions.- (VLLF)
