Public-utility products and services in Hanoi will be now provided through bidding, contractor appointment, order placement or assignment. Such is provided in a decision of the Hanoi People’s Committee, which takes effect on October 20. Under Decision No. 77/2014/QD-UBND of October 10, 2014, regulating the selection of contractors for the production and provision of public-utility products and services in the city, bidding will be organized to select contractors for provision of public-utility products and services on list B of Government Decree No. 130/2013/ND-CP of October 16, 2013.
