Justice Ministry promotes digital transformation in legal aid in Quang Ninh province
The Department of Law Dissemination and Education and Legal Aid under the Ministry of Justice organized a conference to promote digital transformation.

As part of its 2025 work plan, the Department of Law Dissemination, Education, and Legal Aid under the Ministry of Justice (MOJ) held the conference of training on information technology application in the monitoring, appraisal, and assessment of the quality and effectivenesss of legal aid in Quang Ninh province on October 16.

The Department of Law Dissemination and Education and Legal Aid also held the Training workshop on applying information technology in the supervision, appraisal, and evaluation of legal aid quality and effectiveness under the World Bank-funded “Improved Delivery of Legal Aid for the Poor and Vulnerable Project,” from the support of the Japan Social Development Fund (JSDF).

At the event, Vu Thi Huong, Deputy Director of the Department of Law Dissemination and Education and Legal Aid, emphasized that applying information technology to legal aid management is not merely a trend but a statutory requirement under the 2017 Law on Legal Aid. She underlined that the Legal Aid Management Information System, developed and deployed by the MOJ in 2019, serves as a foundational tool for storing, monitoring, and assessing legal aid activities nationwide. This system supports transparency, efficiency, and consistency in service delivery, particularly amid the merger of administrative units and the implementation of two-tier local government models.

The workshop also focused on developing participants’ skills in digitalizing case files, managing electronic data, and utilizing the system for monitoring and performance evaluation.

Interactive sessions encouraged participants to exchange experiences and propose solutions to technical challenges, such as data extraction delays, limited audit trails, and difficulties arising from the merger of provincial legal aid centers.

In addition, the Department introduced the Legal Aid Information System Project, which aims to overcome current limitations and establish a fully digitalized and integrated platform for legal aid services. Delegates expressed strong support, noting that the new system is expected to streamline procedures, enhance automation, and improve both service quality and user experience.- (VLLF)
