The Kyoto Protocol was reached in December 1997 in Kyoto (Japan) within the United Nations Framework Convention on Climate Change and came into force on February 16, 2005. Vietnam is among the 159 signatories, including 30 industrialized countries. Mr. Tran Hong Ha, acting director of the Environmental Protection Department in the Ministry of Natural Resources and Environment spoke with Sai Gon Giai Phong (Liberated Sai Gon) newspaper about how the Protocol will affect Vietnam.
