MOIC puts international domain names under control
International domain names would be suspended from operation or even revoked if violating Vietnam’s laws, according to a draft circular designed by the MOIC’s Vietnam Internet Network Information Center to revise the Ministry’s Circular 24 of 2015.

As per the draft, organizations and individuals would be free to select and register international domain names provided the selected domain names satisfy certain requirements. Specifically, they must not include either words that are against national sovereignty, interests or security or social ethics or national fine traditions and customs or unclear words causing confusion or distortion due to its polyphony or when tone marks are left out.

Unrelated organizations and individuals would be disallowed to register to use domain names identical with names of Party organizations, state agencies, socio-political organizations or related to national security, defense and diplomacy.

Organizations and individuals would have to make notification of use of international domain names via www.thongbaotenmien.vn after completing the registration.

Domain name-registering and -using entities would have to manage and use registered domain names in accordance with the law on Internet resources.

An agency or organization could assign domain names below its registered domain name only to its member units and staff members, and take responsibility for managing these domain names. Assignment of domain names below registered domain names to other agencies, organizations and individuals would not be permitted.

International domain name registrars in Vietnam would have to appraise and refrain from granting the right to use domain names prioritized for protection which are related to national sovereignty, interests and security.

Meanwhile, in order to develop the digital economy, the draft proposes three common-use second-level domain names “.vn’, including “.id.vn”, “.io.vn” and “.ai.vn”. It provides two-year incentives on charges and fees for registration of use of domain names “.id.vn” and “.biz.vn” for Vietnamese entrepreneurs aged between 18 and 23.- (VLLF)
