Mulling changes to Land Law
Eight articles of the 2003 Land Law should be amended to assist residents who have their land and assets attached to land recovered, said Deputy Minister of Natural Resources and Environment Tran The Ngoc at a seminar held on May 6 in Ho Chi Minh City.

Eight articles of the 2003 Land Law should be amended to assist residents who have their land and assets attached to land recovered, said Deputy Minister of Natural Resources and Environment Tran The Ngoc at a seminar held on May 6 in Ho Chi Minh City.

The amendments cover land zoning, land prices, land use plans, land allocation and lease.

At the seminar, participants proposed that land prices be set every five years instead of every year, which would create a more favorable condition for investors in particular and the real estate sector in general, and that land prices and land rents should apply depending on each locality.

They also agreed to abolish direct negotiations on ground clearance between investors and landowners. Instead, land exploitation and development centers would be assigned to work on compensations with landowners.

A real estate company director suggested that provincial-level administrations, not district-level authorities, be authorized to recover land from residents.

The draft of the revised Land Law also specifies sanctions on speculators who leave land vacant for a long time waiting for higher profits.-
