Under Directive 04/CT-TTg dated May 17, the Government leader requests the Ministry of Natural Resources and Environment (MONRE) to review and improve existing regulations or issue new ones on conservation of wild and migratory birds in Vietnam, and guide and organize the management and protection of those birds, covering the protection of their habitats, trans-border migratory routes and stopovers.

The MONRE is also assigned to coordinate with related countries and international organizations in protecting wild and migratory birds and their trans-border flights, and building a system to monitor their important flight routes and stopovers.

The Ministry of Agriculture and Rural Development is tasked to work with forest rangers and local authorities to patrol, prevent and strictly handle acts of illegal hunting, catching, killing, raising, confining, transporting, trading in, processing, storing and consuming wild and migratory birds, especially in the migratory season from September to April.

It will also have to intensify monitoring activities to promptly detect diseases and epidemics originating from wild and migratory birds that are at risk of spreading, affecting the health of people, livestock and poultry.

The Ministry of Industry and Trade will direct the market surveillance force to coordinate with related specialized agencies in enhancing the management of and timely handling illegal trading, transportation, storage and consumption of wild and migratory birds; inspecting and handling illegal forms of advertising and online trading of wild and migratory birds and nets, traps, self-assembled firearms and shotguns for hunting and catching birds.

Under the Directive, the Ministry of National Defense will have to direct functional forces to intensify patrol and control at border gates and crossings in order to promptly detect, arrest and handle persons who illegally purchase, sell or transport wild and migratory birds.- (VLLF)
