Enterprises will be assisted in technology transfer and innovation to turn out products of quality and high added value, according to a decision recently inked by Prime Minister Nguyen Xuan Phuc to issue the National Technology Innovation Program through 2030.

According to Decision 118/QD-TTg dated January 25, the program aims to promote technology transfer in favor of agricultural development in rural, mountainous and disadvantaged areas as well as workforce training in the science and technology sector.

The program sets specific targets through 2030, stating that the rate of firms launching technology innovation is expected to increase by 20 percent per annum on average while all enterprises manufacturing key products and directly joining this program will form research and development units. Also, there will be between eight and 10 key product industries that can master or create advanced technologies in the value chain to make products with high added value and competitiveness in the market.

Moreover, the program aims at increasing labor productivity on the basis of technology innovation, particularly in sectors and trades producing products of high added value or high export value or using high technologies. The labor productivity of enterprises directly participating in the program is expected to increase by at least twice as compared to the productivity of such enterprises before technology innovation. Meanwhile, each economic zone will have at least two typical models for technology research, application and transfer suitable to its specific conditions.

To realize the program, the Government leader sets forth several tasks and solutions, such as improving legal institutions and promoting technology innovation activities; formulating and implementing a roadmap to improve national technological capacity; and researching, applying and mastering advanced technologies in the production of key products with high added value in the value chain and high competitiveness in the market.

Other tasks and solutions include assisting small- and medium-sized enterprises in technology innovation; further supporting for technology innovation activities in rural, mountainous and disadvantaged areas; increasing financial resources for implementation of the program; and promoting international cooperation.- (VLLF)
