With 47 articles arranged in seven chapters, the Law on People’s Air Defense, which will take effect on July 1 this year, is expected to create a legal framework for people’s air defense activities, help better manage activities related to unmanned aerial vehicles and other aerial vehicles, and ensure air defense safety.
As defined in the Law, people’s air defense means activities of the entire people with local army, militia and self-defense and reserve army forces acting as the core and coordinating with the national air defense and ground-based air defense forces and other forces so as to be ready, prevent and fight enemies, and remedy the consequences of enemies’ air intrusions and attacks in the defense areas to firmly manage and protect the Fatherland's airspace.
Under the Law, forces performing the task of people's air defense include core forces and mass forces.
Specifically, core forces are those organized at local army, militia and self-defense and reserve units, while mass forces, with the participation of mobilized forces and voluntary forces, include self-defense and reserve forces not yet assigned to units and forces from agencies, organizations, enterprises, and the masses.
The above-mentioned forces are tasked to participate in drilling and training activities, ensuring combat readiness to prevent, fight, and remedy the consequences of, air intrusions and attacks, and manage and protect airspace at the altitudes below 5,000 meters.
The Government will direct activities of people's air defense nationwide with the assistance of the Ministry of National Defense. Meanwhile, Military Region Commands will direct people's air defense in their military regions and People's Committees at all levels will direct and organize people's air defense activities in their localities.- (VLLF)
