A draft directive of the Prime Minister on enhancing the State management over marriage and family relations involving foreign elements requires that to get marriage, young couples must know at least one common language and their courtship period is not too short.
The provincial/municipal Justice Services will interview people who want to get marriaged to make sure if they fully meet the prescribed conditions.
The interviewers would record the interview results in writing, clearly stating their opinions.
The draft also prescribes that young couples must submit their marriage registration dossiers in person.
