Deputy Prime Minister Hoang Trung Hai has asked relevant ministries, sectors and localities to strictly carry out and speed up the performance of tasks to catch up with the negotiation and conclusion of ODA agreements.
Such tasks are assigned in Prime Minister Decision No. 1257/QD-TTg of July 25, approving an action plan to improve the implementation of programs and projects using ODA capital and preferential loans in the 2014-15 period.
The Deputy PM has assigned the Ministry of Planning and Investment to take responsibility and coordinate with the Ministry of Finance, Ministry of Foreign Affairs, the State Bank of Vietnam and relevant agencies in reviewing, updating and finalizing data on attraction, management and use of ODA capital and preferential loans to ensure sufficient and accurate data, and listing projects for which financial finalization procedures have been completed.
He also assigned the Ministry of Planning and Investment to coordinate with donors and relevant agencies in proposing the establishment of specialized teams to assist the settlement of specific hindrances during the implementation of ODA-funded programs and projects; and borrowing ODA capital to support the ground clearance for selected projects.
The Ministry of Planning and Investment will have to revise and add regulations on corruption prevention and control in the management and use of ODA capital and preferential loans; intensify physical inspection and supervision to prevent violations; and review and assess the transparency in the management and implementation of on-going programs and projects for reporting to the National Steering Committee on ODA and Preferential Loans before the end of this year.
Deputy PM also demanded the Ministry of Finance to timely handle the finalization of such programs and projects to avoid stagnancy.-
