The Communist Party of Vietnam Central Committee focused on assessing key documents to be submitted to next year’s 11th National Congress, at its 12th plenum opened in Hanoi on March 22.
These documents included the 2011 Political Platform - based on the 1991 Political Platform - designed to further build Vietnam in the period of its transition toward socialism; the socio-economic development strategy for 2011-20; the draft political report; and a report on the implementation of and proposed amendments to the Party Statute.
The first three documents embodied the political guidelines necessary for defining the objectives, orientations, tasks and basic outcomes of Vietnam’s revolution in each stage of its development, General Secretary Nong Duc Manh said in his opening speech to the eight-day plenum.
They had been revised based on suggestions of Central Committee members, former Party and Government leaders, key provincial-level Party Committee members and others, but some issues should be further discussed, he said, explaining that such discussion would be vital to Party building.
“We have to make democracy prevail during the discussions and ensure a high consensus within the Party in support of the changes we are going to make,” the General Secretary said.
