More than 130 administrative procedures in 11 major development sectors have been proposed to be either cut or revised after three studies by experts, according to Nguyen Xuan Phuc, the Chairman of the Advisory Council for Administrative Reform (ACAR).
The review of 133 procedures proved the Government’s commitment to creating a favorable investment environment to support businesses during the period of economic recovery, Phuc said, adding that customs, investment, tax, banking and judiciary are the top five sectors with procedures that need to be cut.
The review found that administrative procedures were often complicated, overlapping and time-consuming, while conflicting regulations between sectors caused problems for investment projects in provinces nationwide.
Nguyen Dinh Cung, deputy director of the Central Institute for Economic Management, said administrative reform should be based on necessity, purpose and legality, especially in the investment scope.
The ACAR will extend the review to more sensitive areas such as land, construction, healthcare and immigration in the next period.
Under a Justice Minister decision on reform of the residence registration process, which is expected to go online by 2015, the existing 16 types of residential books will be combined into five and there will be only one form of residence registration book for both Vietnamese and foreigners.
The Ministry of Justice will categorize all types of procedures to launch the new digital registration process by the third quarter of this year, which will be conducted in three stages, firstly in the five cities of Hanoi, Ho Chi Minh, Da Nang, Can Tho and Hai Phong.
The second stage will operate between 2012 and 2014, and by 2015, residence registration will be entirely conducted online.-
