The 12th plenum of the Central Committee of Vietnam Communist Party (IXth Congress) closed in Hanoi on July 13 after 10 days’ sitting, with General Secretary Nong Duc Manh making important evaluations of socio-economic and political issues in preparation for the next year’s Party congress.
