Plenum focuses on political renewal

The Communist Party of Vietnam Central Committee issued decisions and instructions on further renewal and improvement of the political system and amendments to the 1992 Constitution as its seventh plenum closed in Hanoi on May 11.

Participants also highlighted the need to focus on reforming and enhancing the Party leadership in mass mobilization.

The 10-day meeting reviewed the implementation of the Central Committee’s fourth plenum’s Resolution on Party building and discussed personnel planning for strategic-level positions.

The Committee also considered measures to respond to climate change and step up the protection of natural resources and the environment among other important issues.

Addressing the closing session, Party General Secretary Nguyen Phu Trong identified and analyzed a number of issues and generalized outcomes reached during the plenum.

The Central Committee stressed that renewal and consolidation of the political system is a great, important and complicated work, which must be carried out while learning from experiences.

It requested further efforts to step up the work from central to grassroots level to build a political system that is synchronous, orderly, stable and suitable to its functions and duties.

It noted that climate change response, natural resources management and environmental protection were extremely important and closely associated with one another, and stressed the necessity to formulate and implement programs and plans to realize the issued strategies in these fields.

At the plenum, the Committee members scrutinized and reached consensus on assessments and proposals given in a report reviewing the one-year implementation of the fourth plenum’s Resolution regarding some urgent issues on Party building.

Trong said the Committee called for resolute, persistent and continuous leadership on the implementation of the Resolution with firm steps to create breakthroughs in Party building.

The immediate task is to focus on formulating and effectively implementing programs and plans and overcoming weaknesses pointed out in the past political drive, the Party leader said, adding that review, criticism and self-criticism should continue in a serious manner together with annual working reviews.

The Committee gave comments on personnel selection principles, criteria and methods; the number of candidates for each position; age structure, gender and personal background; as well as personnel options for the Central Committee, Politburo, Secretariat and key Party and State positions for the 2016-21 tenure and beyond.

At the plenum, the Committee additionally elected Deputy Prime Minister Nguyen Thien Nhan and National Assembly Vice Chairwoman Nguyen Thi Kim Ngan as Politburo members, and Tran Quoc Vuong, director of the Party Central Committee Office, as member of the Secretariat.-
