President Nguyen Minh Triet on June 30 signed a decision ratifying the United Nations Convention Against Corruption.
Such ratification reflects Vietnam’s efforts and determination to fight corruption along with anti-corruption measures effectively applied in the country.
The decision is accompanied by Vietnam’s statement on non-binding and non-application of regulations on the penalization of illicit enrichment acts under Article 20 of the Convention. Those regulations must be implemented in accordance with Vietnamese constitution and laws on the basis of bilateral or multilateral agreements with other countries and on the reciprocal principle.
The Convention is not regarded a direct legal basis for extradition, which must also comply with Vietnam’s laws on the basis of agreements on extradition and on the reciprocal principle, according to the statement.
Basically, Vietnamese laws have complied with 135/135 compulsory provisions, 61/64 optional provisions and 37/38 recommendatory provisions of the Convention.-
