The Van Don Economic Zone in Quang Ninh province will see the development of a USD 2 billion luxury tourism and services complex, featuring Vietnam’s first casino to pilot access for local players.
The provincial People's Committee of Quang Ninh province on August 15 issued Decision 3226/QD-UBND, approving Van Don Sun JSC under Sun Group as the project's investor. The project received in-principle approval from the Prime Minister under Decision 1395/QD-TTg dated June 27, 2025.
Spanning 244.45 ha, the complex is planned as an integrated high-end resort and entertainment hub. It will include a casino (with pilot access for Vietnamese), hotels, resorts, condotels, shop houses, offices, convention and conference centers, sports facilities, amusement parks, and premium wellness services.
Its centerpiece will be a world-class casino where Vietnamese citizens may participate under strict regulatory conditions. Combined with a full range of tourism, leisure, and service offerings, the complex is envisioned as a closed ecosystem catering to international visitors as well as Vietnam’s expanding middle- and upper-class market.
Plans also include international-scale art performances and 24/7 entertainment activities, with the ambition of positioning Van Don as a tourism and casino destination on par with Macau (China) and Las Vegas (the US). The development is expected to become a flagship symbol of resort and casino tourism in Quang Ninh, while contributing to the growth of the Van Don Economic Zone and enhancing Vietnam’s standing on the global tourism and entertainment map.
The project has an operational term of up to 70 years from the date of investment approval. The construction and commissioning period is expected to take nine years, commencing from the date the investor is allocated or leased the land for project implementation.
Sun Group has been behind several landmark projects in Quang Ninh, including Van Don International Airport, Vietnam’s first privately invested international airport; Ha Long International Cruise Port, the country’s first dedicated cruise terminal; key expressways such as Ha Long–Van Don and Van Don–Mong Cai; as well as multiple world-class resorts and entertainment complexes in the northern province.- (VNA/VLLF)
