Relaxed conditions for recognition of foreign diplomas proposed
Diplomas granted by foreign education institutions would be recognized for use in Vietnam if meeting one of three conditions provided in a draft decree designed by the Ministry of Education and Training to replace Circular 13 of 2021.

Diplomas granted by foreign education institutions would be recognized for use in Vietnam if meeting one of three conditions provided in a draft decree designed by the Ministry of Education and Training (MOET) to replace Circular 13 of 2021.

First, education programs have undergone quality accreditation by authorities in charge of education quality accreditation or are recognized by education authorities of the countries where the foreign education institutions’ head offices are located.

Second, the foreign education institutions have been licensed to provide training and grant diplomas or have their quality and diploma recognized by competent authorities of the countries where they are headquartered.

Third, diplomas granted by foreign education institutions are recognized under agreements on diploma equivalence or diploma mutual recognition or diploma-related treaties to which Vietnam is a contracting party.

Noteworthily, these conditions would be applied without any discrimination between in-person training courses and online or blended training courses.

In addition, the MOET supplements the regulations on modification of information in diplomas and cancellation of the recognition of diplomas.

Accordingly, if detecting any misleading information on written certifications of diploma recognition, heads of diploma-recognizing agencies would have to revoke the granted certifications for modification of such information and re-issuance of written certifications with accurate information to diploma holders.

In case a diploma is verified to be illegal or a dossier of request for recognition of the diploma is untruthful, or a program on joint training with foreign partners is conducted in contravention of law, the recognition of the diploma would be cancelled.

The Director of the MOET’s Quality Control Department would recognize diplomas of higher education meanwhile directors of provincial-level Departments of Education and Training would recognize diplomas of secondary education levels and certificates of completion of the general education program.- (VLLF)
