Special rules on medical device procurement proposed
The Ministry of Health is working on a draft circular on the determination of prices of medical device bidding packages at public hospitals, which is expected to remove current bottleneck in bidding for procurement of drugs and medical supplies.

Accordingly, for medical equipment which is distributed in the Vietnamese market by a sole supplier, hospitals would be permitted to take a price quotation directly from such supplier.

In case there is more than one manufacturer producing a single category of medical devices, hospitals would assign their Scientific Councils to work out requirements on the devices’ technical specifications and configurations and, on that basis, request the manufacturers to provide price quotations.

Hospitals would publish a notice of invitation for offer on their portals; the Ministry of Planning and Investment’s Procurement Portal; the MOH’s Portal; the public service portal for management of medical devices; and the portal for declaration of prices of medical devices.

The price of a bidding package would be determined based on either the market price referred to price quotations of suppliers or the winning bid of the latest bidding package for procurement of similar medical devices which, however, must be opened within 120 days from the date of submitting the contractor selection plan to a competent authority for approval.- (VLLF)
