Prohibitions in settlement of consular affairs clarified

This is provided by the Ministry of Foreign Affairs (MOFA) in a draft circular on settlement of consular affairs.

Other prohibited acts include: disclosing information relating to business and personal secrets acquired in the process of performance of administrative procedures or using such information to infringe upon lawful rights and interests of others; imposing additional procedures and conditions or requiring papers in addition to those prescribed by law; prolonging time of settlement of administrative procedures; and returning invalid or disqualified dossiers without clearly stating the reasons.

Under the draft circular, all dossiers related to consular affairs must be received at working offices of competent agencies, unless otherwise provided by law. Regarding consular procedures for which applicants may submit dossiers via authorized persons/agencies, by post or online, the MOFA’s Consular Department, Ho Chi Minh City’s Department of External Affairs and representative missions would receive and process dossiers according to regulations.

Information on procedures for issuance of consular papers, charges and fees, schedules for receipt and processing of dossiers for settlement of consular affairs, and contact information must be posted at head offices and published on portals of the MOFA’s Consular Department, Ho Chi Minh City’s Department of External Affairs and representative missions.- (VLLF)
