In order to promptly disseminate new policies and ensure that citizens and businesses have timely access to information during performance of administrative procedures, the Transaction and Asset Registration Centre in Ho Chi Minh City has recently posted Government Resolution 66.22/2026/NQ-CP dated July 9, on the development of digital citizens at the centre’s headquarters.
Resolution 66.22, which takes effect from August 15, 2026, through February 28, 2027, defines the rights and responsibilities of citizens when participating in the digital environment; policies encouraging citizens to use online public services; and the responsibilities of relevant agencies and organisations in guiding and assisting people to access digital utilities.
As per the resolution, a Vietnamese citizen who holds a level-2 electronic identity account, has completed the integration of five basic types of information and documents (birth certificate; bank card information, payment account, e-wallet or mobile money account; social security account information; mobile subscriber number; and electronic health record) on the VNeID application, and meets the conditions specified in the Appendices to the resolution will be entitled to exemption or reduction of charges and fees for revlevant administrative procedures.
For cars or motorbikes, citizens are obliged to integrate the corresponding vehicle registration certificate information on the VNeID application. For houses and land, citizens have to integrate information from the certificates of land use rights and ownership of land-attached assets.
For the registration of secured transactions, citizens who fully meet the required conditions and carry out procedures via online public services may receive a 50 per cent reduction in registration fee. The resolution also stipulates specific preferential fee rates for the registration of secured transactions.
The posting of the resolution at the centre’s headquarters enables citizens and businesses to easily learn about the subjects, conditions, and fee reduction rates when performing secured transaction registration procedures via online public services.
Through this, the centre encourages people to gradually shift from the method of submitting paper applications in person to using online public services, proactively checking, updating, and fully integrating information on the VNeID application, and tracking application processing results, thereby saving time and travel costs.
In the coming period, the centre will continue to step up policy communication; support citizens and businesses in accessing online public services and digital utilities, thereby promoting digital transformation in secured transaction registration activities and effectively implementing the Government’s policy on digital citizen development.- (VLLF)
