Revised Electricity Law expected to better ensure national energy security
Coming into force on February 1, the new Law on Electricity contains revised provisions on power development master plans, investment in construction of power projects and development of renewable and new energies, which is expected to contribute to achieving the country’s growth and national energy security goals.

Coming into force on February 1, the new Law on Electricity contains revised provisions on power development master plans, investment in construction of power projects and development of renewable and new energies, which is expected to contribute to achieving the country’s growth and national energy security goals.

Accordingly, to ensure national energy security, the State will remain monopoly in dispatching the national power system; investing in the construction and operation of nuclear power plant projects, multi-purpose strategic hydropower plants, important transmission grids from 220 kV voltage level and above according to the list decided by the Prime Minister; and operating the power transmission grid, except transmission grids built by non-state economic sectors.

Meanwhile, all economic sectors are encouraged to invest in the construction of power generation projects and power transmission grids under power development master plans and power supply network development plans in provincial-level master plans and plans on implementation of power development master plans, and power generation, distribution, wholesale and retail activities.

The Law encourages power plants using fossil fuels to switch to low-emission fuel sources, install carbon capture equipment and systems to reduce emissions into the environment, ensuring the interests of the State and the lawful rights and interests of enterprises and employees. Meanwhile, coal-fired thermal power plants will be developed at a reasonable level, prioritizing large-scale and efficient thermal power units using advanced and modern technologies in accordance with the environmental protection law.

Under the Law, the use of renewable energy and new energy for electricity generation must be suitable to the country’s level of technology and human resources and assurance of the power system’s safety with reasonable electricity prices and in line with the power grid development and power development master plans, meeting the emission reduction target in each period.- (VNA/VLLF)
