Vietnam has massive funding needs for infrastructure development, most of which cannot be satisfied by the state budget and official development assistance (ODA) sources. The Ministry of Planning and Investment (MPI) estimates that from now to 2020, the country will need some USD 150-160 billion for infrastructure projects while the State and ODA donors can provide only half of this amount.
