The Land Law, passed by the National Assembly at its 5th extraordinary session in January and set to take effect from the beginning of next year, has institutionalized the Party’s policy of raising land management and use efficiency so as to turn the country into a high-income developed nation, heard the Conference on implementation of the Land Law held in Hanoi on March 6.
According to the Ministry of Natural Resources and Environment (MONRE), the conference organizer, the 2024 Land Law introduces several novel provisions such as abolishment of land price framework; increase of entities subject to land recovery for socio-economic development and entities entitles to land use levy exemption or reduction; and diversification of forms of compensation, support and resettlement for the people.
The Prime Minister has issued the Plan on implementation of the 2024 Land Law, assigning related agencies, including the Government, Prime Minister and ministers, to formulate 16 draft documents detailing the Land Law.
Specifically, the MONRE will take charge of formulating six draft decrees for submission to the Government for issuance and issuing four circulars. Meanwhile, the Ministry of Finance will be responsible for formulating two draft decrees and one draft circular; the Ministry of Agriculture and Rural Development, one draft decree and draft amendments to another decree; the Ministry of Home Affairs, one circular; and the Ministry of Labor, Invalids and Social Affairs, one decision.
Speaking at the conference, MONRE Minister Dang Quoc Khanh said that in order to prepare conditions for enforcement of the Land Law, state management agencies as well as organizations and citizens should uphold their responsibility for implementation of the Law. At the same time, local authorities should formulate and implement their own programs on dissemination and education of the Land Law for raising awareness about land policies among agencies, organizations, households, individuals and residential communities, he noted.- (VNA/VLLF)
