As small- and medium-sized enterprises (SMEs) account for a large proportion of the economy, improving the effectiveness of legal support is identified as one of the key solutions for Son La province to create a favorable, equitable and sustainable investment and business environment.
In line with the Government’s guidelines and policies, legal assistance for SMEs in the province has been implemented in a synchronized manner in 2025. These efforts have helped remove obstacles, strengthen legal compliance capacity, and improve the competitiveness of the local business community.
Since the beginning of the year, authorities and sectors have paid attention to disseminating and implementing legal documents related to provision of legal assistance for SMEs. The assistance focuses on developing and utilizing legal databases; providing legal guidance; improving enterprises’ legal knowledge; receiving and synthesizing feedback from the business community; and contributing recommendations for policy improvement.
In addition, public communication about policies and laws has been carried out through diverse channels. These include introducing legal support contents at conferences, training courses and briefings, as well as publishing guiding documents on the province’s portal and in local media. Thanks to this, regulations directly affecting SMEs’ production and business activities have helped enhance legal awareness among enterprise and cooperative managers across the province.
Alongside communication efforts, Son La province has paid special attention to strengthening and consolidating the workforce engaged in legal assistance for enterprises. Specialized agencies have assigned legal affairs officers to take charge of legal assistance tasks. The province’s Enterprise Association has also proactively established a legal assistance unit, serving as a bridge between enterprises and state management agencies.
Besides, the receipt and settlement of legal inquiries from SMEs have been conducted regularly through holding direct dialogues, giving written responses, providing telephone consultations, and at the province’s Public Administration Service Center. Responses focused on issues of key concern to enterprises, such as business registration, investment procedures, access to incentives, occupational safety, environmental protection, construction, and infrastructure.
The province has also issued and implemented the Legal Support Program for SMEs for the 2023-25 period, enabling legal support activities to become more in-depth and meet the actual needs of enterprises.- (VLLF)
