Prime Minister Pham Minh Chinh chaired the first meeting of the Steering Committee for reviewing and untangling knots in the legal document system on July 8.
The Governmental leader pointed to the need to form a supporting team for the committee and clarified the political, legal and practical foundation for the reviewing and settlement of the problems in the system of legal documents.
Major objectives of the work include improving the investment and business environment, speeding up decentralization and delegation of power, administrative reform and rule-of-law socialist State, contributing to realising the goal of maintaining macro-economic stability, reining in inflation, promoting growth, and ensuring major economic balances as well as major targets set by the 13th National Party Congress, the PM stated.
He elaborated that the scale of reviewing and untangling knots in the system of legal document covers a number of laws that need urgent amendments.
After revision, a law on amendments to many laws will be formulated with shortened procedures and submitted to the National Assembly as soon as possible, he said.
Earlier the same day, the Government leader signed Decision 603/QD-TTg on the establishment of the steering committee.
The Steering Committee will direct ministries and agencies to promptly handle shortcomings in legal regulations that are pointed out in Government reports and summarize arising problems. It will also push ministries, sectors and localities to review legal documents, particularly the Law on Public Debt Management, the Law on Public-Private Investment, the Law on State Budget and the Law on Taxation as well as documents guiding their implementation for settlement of problems.
The Steering Committee will give advice to the Government to submit proposals to the 8th session of the 15th National Assembly to consider and approve documents to solve the problems.__(VLLF)
