The Central Steering Committee for the National Target Programme on Drug Prevention and Control through 2030 issued Decision 104/QD-BCDCTMTQG promulgating its Operation Regulation.
The new rule sets out the committee’s working principles, tasks, powers, working regimes and coordination mechanisms, and apply to the committee, its members and assisting agencies.
Specifically, the committee operates under the direct leadership and direction of its head, who is responsible for overseeing and directing the implementation of its tasks.
It follows the principle of democratic centralism, upholding the role of its head. Matters will be discussed collectively before the head makes conclusions and issues directions for implementation.
Under Decision 104, responsibilities must be clearly assigned to avoid overlapped tasks among the committee’s members. Each member is required to participate fully in the committee’s activities, carry out assigned tasks, timely submit reports and take responsibility before the committee’s head therefor.
Notably, the committee will hold regular meetings every six months and every year, or unscheduled meetings when decided by its head. Members may also be consulted in writing.
Regarding reporting regimes, managing agencies for projects under the programme and local People’s Committees must submit their reports every month, six months, nine months and year on implementation of the programme as assigned.
They must also ensure that information, data and reports are updated fully, accurately and promptly on the programme’s management, monitoring and evaluation software system.
The Ministry of Public Security is assigned to act as the committee’s standing body and must submit a report on the committee’s activities to the Prime Minister by December 31 every year.
It will be held responsible for developing, managing and operating the system, as well as guiding and urging ministries, sectors and local authorities to fulfil their reporting obligations.
The ministry is also tasked to coordinate with relevant units of the Office of the Government and other agencies in urging the performance of assigned tasks, preparing documents for regular and unscheduled meetings, and promptly reporting arising issues and proposing solutions to the committee’s head.- (VLLF)
