Vietnam’s Law Day to be celebrated

November 9 is established as the Law Day of the Socialist Republic of Vietnam under Article 8 of the Law on Law Dissemination and Education which took effect on January 1, 2013.

The Law Day aims to honor the Constitution and law and cultivate people’s sense of law observance.

November 9 is selected as the Law Day as on this day in 1946, the first Constitution of Vietnam was adopted, marking a historical milestone in the building of a law-governed state of the people, by the people and for the people.

The idea of a Law Day was originally initiated in the provinces of Ha Tay (now Hanoi), Tien Giang and Long An which organized a day for state officials and people to study law. This initiative was later applied to other provinces and cities as well as ministries and sectors. This successful model of law dissemination was officially recognized in 2013 under the Law on Law Dissemination and Education.

Under Government Decree No. 28/2013/ND-CP issued on April 4, 2013, which details measures to enforce the Law on Law Dissemination and Education, the Law Day is organized every year to affirm the position and role of the Constitution and laws in state management and social life. This Day is an opportunity for promoting the sense of respecting, observing and protecting law among the people and praising those who record outstanding achievements in these activities.

This year has witnessed an important event when all people are consulted on the draft of a new Constitution for the period of national industrialization and modernization and international integration. For this reason, according to a document circulated by the Ministry of Justice, the theme proposed for the first Law Day is “All people formulate, implement and protect the Constitution for the goal of a rich people and a strong, democratic, equal and civilized country.”

The Law Day is planned to be celebrated with various activities, focusing on disseminating the objective and significance of the Law Day and the role of the Constitution and law in the state management and social life; viewpoints and basic contents of the revision of the 1992 Constitution and the revised Land Law, the revised Law on Marriage and Family and the revised Health Insurance Law which are expected to be passed at the sixth National Assembly session. Other laws and regulations related to the rights, interests and obligations of organizations and individuals; protection of national sovereignty, anti-corruption, traffic safety, food safety and hygiene, consumer protection and settlement of land-related disputes and complaints and denunciations will also be popularized. On this Law Day, organizations and individuals that set good examples in the making, implementation, dissemination and education of law will be praised and rewarded.

These activities will be carried out through the mass media, conferences, seminars, talks and quizzes, mass campaigns, posters, panels and banderoles on the Law Day on main streets and in schools, public places and central areas, and photo and documentation displays and exhibitions.

A grand ceremony to announce the first Law Day will be held in Hanoi on November 9.- (VLLF)
