Deputy Prime Minister Vu Duc Dam has signed an official dispatch permitting the grant of work permits to qualified foreigners for them to teach in local schools.

The official dispatch, which is issued in response to a proposal of the Ministry of Labor, War Invalids and Social Affairs, underlines that to be qualified to teach in general education institutions in Vietnam, a foreign teacher must possess a university or higher degree in pedagogy. For those who possess a bachelor’s degree in other majors, a certificate of training in pedagogy or a certificate of training in general education teaching is required.
The legal bases for the permission is Government Decree No. 124 of 2014, which amends Clause 6, Article 31 of Decree No. 73 of 2012 on foreign cooperation and investment in education, and Point b, Clause 3, Article 3 of Decree No. 11 of 2016 detailing a number of articles of the Labor Code regarding foreign workers in Vietnam.
