First session of 14th National Assembly concludes

Newly elected deputies have shown their activeness in reviewing and making decisions on important issues of the country, National Assembly (NA) Chairwoman Nguyen Thi Kim Ngan said on July 29 in her closing remarks of the NA’s first session.

The NA has decided on organizational structures and elected and approved high-ranking personnel of state agencies according to law-prescribed process and procedures, Ngan said.

During this first session, which started on July 20, the 14th Legislature reelected Nguyen Thi Kim Ngan, Tran Dai Quang and Nguyen Xuan Phuc as Chairperson of the NA, President and Prime Minister, respectively.

Legislators cast ballots to elect Dang Thi Ngoc Thinh as Vice President, Le Minh Tri as Prosecutor General of the Supreme People’s Procuracy and Nguyen Hoa Binh as Chief Justice of the Supreme People’s Court.

The NA adopted a resolution approving 27 members of the Government of the 2016-21 tenure, the same number as the previous tenure, including the Prime Minister, five Deputy Prime Ministers, and 21 ministers and heads of ministerial-level agencies.

The five Deputy Prime Ministers are Truong Hoa Binh, Pham Binh Minh, who is also the Minister of Foreign Affairs, Vuong Dinh Hue, Vu Duc Dam, and Trinh Dinh Dung.

The NA also elected Vice Chairpersons and Secretary General of the NA, members of the NA Standing Committee, heads of NA’s agencies, and State Auditor General.

At the session, the NA decided on the program on oversight activities in 2017, focusing on implementation of policies and laws on food safety and reform of state administrative apparatuses during 2011-16.

The legislative body requested related agencies to prepare for the implementation of this program and asked NA deputies to actively participate in oversight activities so as to ensure the effective implementation.

The Legislature approved a resolution on law- and ordinance-making program for 2017 and adjustments to the 2016 program of this kind.

The NA asks its agencies, the Government, related agencies and NA deputies to heighten their sense of responsibility and strictly comply with the Law on Laws, attaching importance to raising the quality and ensuring consistency and feasibility of draft laws to be submitted to the NA.

At the session, NA members heard the Government’s additional report on results of implementation of socio-economic tasks in 2015 and the first months of 2016. The NA requested the Government to enhance direction and adopt more drastic solutions to redressing weaknesses in management of state budget collection and spending so as to reduce overspending and ensure public debt safety.

The legislative body asked agencies in the state apparatus to expeditiously consolidate organization and personnel toward quality and efficiency and renovate their working styles to meet requirements in the new situation, thus making Vietnam a state of the people, by the people and for the people.- (VLLF)
